For the seventh consecutive year, FICIL will present the foreign investors’ assessment of the business environment in Latvia, taking a closer look at developments regarding EU Green deal implementation, tax system, labour force availability and skills, public sector reform as well as other key topics of concern.  Dr Arnis Sauka will give a brief overview of the main results of FICIL Sentiment Index 2021 research. Journalist Jānis Domburs will moderate a discussion among 7 political party representatives and investors.

The focus of the research and the public debate will be on the upcoming election of Saeima in October 2022. Investors answered questions evaluating the policy makers work over the last 4 years as well as what challenges the business environment could expect in the upcoming years. Topics such as energy independence, green transition, workforce availability, and public sector reform were mentioned frequently, therefore the discussion will also cover these topics.

From December 2021 to February 2022, we interviewed 53 senior executives representing companies that are key investors in Latvia. Altogether, these companies (including their subsidiaries) contribute to 25% of Latvia’s total tax revenue and employ 15% of the total workforce of companies with an annual turnover above 145 000 EUR and 50% foreign capital (data from Lursoft, 2020).
