FICIL relaunches the Public Sector Reform & Digitalisation Work Group into the INNOVATION, INSTITUTIONS & DEVELOPMENT Work Group!
The relaunched Work Group will build on previous topics, such as the public sector effectiveness and efficiency, yet expand its scope to focus more on Latvia’s long-term economic development, innovation and competitiveness. Such decision reflects a growing interest of FICIL members to these topics and the inabiliity of Reinis Āzis (VTTI) to continue leading the Public Sector Reform & Digitalisation Work Group.
FICIL is extremely grateful to Reinis Āzis for his incredible contribution to the organisation and to Latvia’s public sector transformation generally!
The relaunched Work Group will be led by Zlata Elksniņa-Zaščirinska. Zlata is a Latvian senior executive and business leader with over 20 years of experience in tax, legal, and financial advisory. She is been serving as a Country Managing Partner of PwC Latvia (2013–2025), and acting as a Chairperson at FICIL. Currently, she holds multiple high-level supervisory roles, including positions with INDEXO Bank and “Latvijas dzelzceļš”. Her expertise spans corporate governance, investment climate policy, taxation, and strategic advisory, and she is a prominent voice on Latvia’s economic development and investor environment.
Zlata Elksniņa-Zaščirinska: “I am grateful for the opportunity to take over the work of the FICIL Public Sector Reform & Digitalisation Work Group. This group has already made a significant contribution to improving the effectiveness and efficiency of the public sector, and I would like to extend my sincere thanks to Reinis Āzis and Renārs Rūsis for their outstanding leadership and dedication. Building on this strong foundation, my aim is to ensure continuity, while also bringing fresh momentum to the group’s work.
In my view, Latvia’s success and economic growth depend on the interaction of several key factors — including a modern and efficient public sector, a strong and collaborative business environment, and a clear commitment to innovation. Latvia already benefits from a robust digital infrastructure, which offers significant untapped potential. However, to fully realise it, the public sector should act not only as a regulator, but also as a catalyst and enabler of innovation.
Therefore, the relaunched FICIL Work Group will focus on building synergies, fostering collaboration across institutions and sectors, and promoting targeted investments that support long-term competitiveness of Latvia“.
